Syria blames rebels for Houla massacre

BEIRUT (AP) ? Syria on Thursday blamed up to 800 rebel fighters for the massacre in central Syria last week that killed more than 100 people, nearly half of them children, in its most comprehensive explanation to date of the bloodshed.

The narrative starkly contradicted accounts of witnesses who blamed "shabiha" or the shadowy gunmen who operate on behalf of President Bashar Assad's regime. The U.N. also said it had strong suspicions those pro-regime gunmen were responsible for much of the carnage on Friday in a cluster of villages known as Houla.

Facing international outrage over the killings, Damascus launched its own investigation into the deaths and announced that special prayers for the victims would be held at mosques across the country on Friday. The U.N. chief warned of civil war and pleaded with the regime to stop its attacks.

At a news conference Thursday, Qassem Jamal Suleiman, who headed the government's investigation into the massacre, categorically denied any regime role. He said hundreds of rebel gunmen carried out the slaughter after launching a coordinated attack on five security checkpoints.

The aim, he said, was to frame the government and to ignite sectarian strife in Syria.

"Government forces did not enter the area where the massacre occurred, not before the massacre and not after it," he said, adding that the victims were families who refused to oppose the government or carry arms.

A Houla-based opposition activist said it was clear that there had been no government investigation.

"The regime is looking for ways to justify the massacre to the world," said Saria al-Houlany. "It's clear that there wasn't any professional probe. ... If we had 800 fighters in Houla, this massacre would not have happened," he said.

Foreign Ministry spokesman Jihad Makdissi said the aim was to create sedition in Syria.

"There are people in dark rooms working night and day to target Syria ... and the way to do it is to ignite civil strife," he told reporters at the same news conference. "They will not succeed."

The Houla massacre was one of the deadliest incidents since the uprising against Assad's hardline regime started in March last year. Activists say about 13,000 have been killed in 15 months.

The area is still under attack. The government focused its shelling Thursday on the Houla village of al-Tibeh. The activist group Syrian Observatory for Human Rights reported that some residents fled to nearby towns and villages "fearing a new massacre" as the area again came under fire.

Persistent bloodshed despite a cease-fire agreement has raised pressure on the international community to act.

But Secretary of State Hillary Rodham Clinton laid out the clearest case yet for why the Obama administration is reluctant to intervene militarily in Syria even as the U.S. expressed revulsion over the Houla killings.

Clinton said Russia and China would have to agree before the U.S. and other nations engage in what could become a protracted conflict in support of a disorganized rebel force.

"We're nowhere near putting together any type of coalition other than to alleviate the suffering," Clinton told reporters Thursday after meeting with top officials in Denmark, a key contributor to last year's NATO-led mission against Moammar Gadhafi in Libya.

Russia's continued support for Assad "is going to help contribute to a civil war," Clinton warned.

U.N. Secretary-General Ban Ki-moon called on Syria to stop the bloodshed and also warned of a protracted conflict.

Nearly 300 U.N. observers have been deployed around Syria to monitor a cease-fire that was supposed to go into effect on April 12 as part of a peace plan negotiated by international envoy Kofi Annan. But the plan has unraveled amid daily visit and the images from the Houla massacre caused outrage to spike.

"The massacre of civilians of the sort seen last weekend could plunge Syria into a catastrophic civil war ? a civil war from which the country would never recover," Ban said in Istanbul. He added that the international community was united in demands that the Syrian government act on its responsibilities to its people.

"We are there to record violations and to speak out so that the perpetrators of crimes may be held to account," Ban told a summit of the Alliance of Civilizations, a forum promoting understanding between the Western and Islamic worlds.

"Let me state plainly, however: The U.N. did not deploy in Syria just to bear witness to the slaughter of innocents," he added. "We are not there to play the role of passive observer to unspeakable atrocities."

Annan, meanwhile, arrived in Lebanon, where 10 people were killed in clashes between pro- and anti-Syrian groups earlier this month, raising fears the conflict could spill over to neighboring countries.

In the wake of last week's massacre, the United States, Western and Asian nations expelled Syrian diplomats in protest.

Also Thursday, Syria's state-run TV said 500 people who had gotten involved in recent events in Syria were released from detention. It gave no further details.

In Damascus, the Syria International Islamic Bank, or SIIB, criticized the latest sanctions imposed Wednesday by the Obama administration as "irrational and unjustified."

The Treasury Department said Wednesday that SIIB has been acting as a front for other Syrian financial institutions seeking to circumvent sanctions. The new penalties will prohibit the bank from engaging in financial transactions in the U.S. and will freeze any assets under U.S. jurisdiction.

SIIB said it would undertake all necessary measures toward the U.S. decision, saying it has no assets or accounts in the United States. It added that the bank, like other Syrian banks, halted all banking operations with the dollar since U.S. sanctions were first imposed on Syria.

With Washington unwilling at this point to pursue military options in Syria, the U.S. has relied heavily on economic sanctions as a means for pressing Assad to leave power. The United States will host other nations in Washington next week to look at ways to tighten international sanctions further.

Hiding your true social identity -- race and ethnicity, gender, age, religion, sexual orientation or a disability -- at work can result in decreased job satisfaction and increased turnover, according to a new study from Rice University, the University of Houston and George Mason University.

"The workplace is becoming a much more diverse place, but there are still some individuals who have difficulty embracing what makes them different, especially while on the job," said Michelle Hebl, Rice professor of psychology and co-author of "Bringing Social Identity to Work: The Influence of Manifestation and Suppression on Perceived Discrimination, Job Satisfaction and Turnover Intentions." The paper appears in the Cultural Diversity and Ethnic Minority Psychology journal.

"Previous research suggests that employees who perceive discrimination or are afraid of receiving discrimination are more likely to fall into this category of individuals who feel the need to suppress or conceal their identity," Hebl said.

The study examined the behavior of 211 working adults in an online survey and measured factors such as identity, perceived discrimination, job satisfaction and turnover intentions.

"This research highlights the fact that people make decisions every day about whether it is safe to be themselves at work, and that there are real consequences of these decisions," said Rice alumna Eden King, study co-author and associate professor of psychology at George Mason University.

The study also showed that suppressing one's true identity might result in exposure to co-workers' discriminatory behavior, as people are less likely to care about appearing prejudiced when they are not in the presence of an "out" group member. On the contrary, the research finds that expression of one's true identity in a workplace can have positive impact on their interpersonal relationships.

"When individuals embrace their social identity in the workplace, other co-workers might be more sensitive to their behavior and treatment of individuals like them," said Juan Madera, a University of Houston professor, Rice alumnus and lead study author. "And quite often, what's good for the worker is good for the workplace. The employees feel accepted and have better experiences with co-workers, which creates a positive working environment that may lead to decreased turnover and greater profits."

The authors hope their research will encourage the general public to be accepting of people with diverse backgrounds and become allies to them and encourage employers to implement policies that foster a positive organizational culture.

"I think this study really demonstrates that everyone can have a role in making the workplace more inclusive," Hebl said. "Individuals tell co-workers, who can act as allies and react positively, and organizations can institute protective and inclusive organizational policies. All of these measures will continue to change the landscape and diversity of our workforce."

(AP) ? Authorities in Miami are looking for more witnesses after a police officer fatally shot a naked man who refused to stop chewing on the face of another naked man on a busy downtown highway ramp.

Detective William Moreno said police are looking for people to fill in the blanks on what led to the grisly scene in which a witness reported that a man ? later identified by authorities as Rudy Eugene, 31 ? savagely chewed on the other man's face and growled when a police officer kept telling him to stop.

The victim, who has not been identified, has been hospitalized in critical condition.

"We know that there were many people on the MacArthur Causeway and we're hoping they come forward," Moreno told The Miami Herald on Monday.

Miami police have released few details about the weekend attack, other than confirming that there was a fatal officer-involved shooting. Messages left Monday by The Associated Press for a police spokesman were not immediately returned.

Witness Larry Vega was riding his bicycle Saturday afternoon off the MacArthur Causeway that connects downtown Miami with Miami Beach when he saw the savage attack.

"The guy was, like, tearing him to pieces with his mouth, so I told him, 'Get off!'" Vega told Miami television station WSVN (http://bit.ly/L6kwWt). "The guy just kept eating the other guy away, like, ripping his skin."

Vega flagged down a Miami police officer, who he said repeatedly ordered the attacker to get off the victim. The attacker just picked his head up and growled at the officer, Vega said.

As the attack continued, Vega said the officer shot the attacker, who continued chewing the victim's face. The officer fired again, killing the attacker.

A surveillance video camera from The Miami Herald building nearby captured images of the men's naked legs lying side by side after the shooting.

Vega said the victim appeared gravely injured.

"It was just a blob of blood," Vega said. "You couldn't really see, it was just blood all over the place."

All-American Rejects Won't Let Kids 'Slow Build' Get Them Down

When the All-American Rejects returned in March with Kids in the Street, expectations were high. After all, it was the follow-up to 2008's When the World Comes Down — an album that continued their string of crossover successes thanks to the hit "Gives You Hell" — and powered by slick first single "Beekeeper's Daughter," Kids looked certain to continue that trend.

Of course, to date, Kids has yet to catch fire. It debuted at #18 on the Billboard albums chart and has subsequently dropped out of the Top 200 altogether. But the Rejects aren't worried by that slow start. In fact, to hear them tell it, everything's going according to plan.

"This is the record where we're trying to prove ourselves as an 'album band.' We've done fine with singles," AAR frontman Tyson Ritter told MTV News backstage at the Bamboozle festival. "Our last record, we were so proud of, but 'Gives You Hell,' sort of just steam-rolled the way and let nothing else surface. Honestly, man, we're a whatever-the-hell-anybody-takes-from-us band. Singles, records, buy it, steal it — just feel it. I don't care. Just come to a show."

And it's at those shows where the true scope of the Rejects' accomplishments can be felt. After all, over the course of a decade as a band, they've strung together a series of hits that would give any group pause ("Swing, Swing," "Move Along," "It Ends Tonight," "Dirty Little Secret," etc) and it's gotten to the point these days where the band can actually see the past 10 years play out before their very eyes. Which is why they're not worried about one album; they're career artists, through and through.

"It's been a slow build with this one, but, you know, we're in a climate where guitars aren't as cool as they used to be and, luckily, I feel like our fanbase has sort of hung out and waited for us for four records," Ritter said. "It's [been] 10 years now. We just got done playing shows, on a tour, and there are people that have been there for 10 years, singing 'Swing, Swing' in the back, drinking, and then girls up front with the X's out their hands, singing 'Dirty Little Secret' and 'Gives You Hell.' So it's crazy to look at a Rejects show, and as you scan to the back of the crowd, you're going through 10 years of people."

Buster?s Law was named after an 18-month-old tabby cat that had been doused with kerosene and burned to death by a Schenectady teenager. As research indicates, violence against animals is a bridge crime that can, and has, led to violence against people.

Among the bi-partisan legislation being advocated for are measures to: require anyone convicted of Buster?s Law to undergo a psychiatric evaluation (A.1580/S.5084 and A.1567/S.3805) and be placed on a registry of animal abusers (A.1506/S.3804) as well as bills to increase penalties for animal fighting (S.3806 and A.4407/S.3237). Ray Parker is the emergency management chief for McIntosh County on the Georgia coast. He said Monday that the 1 to 2 inches of rain that fell in his area overnight had been absorbed like it "fell on an empty sponge."

Parker says his county south of Savannah saw minimal damage as Beryl came ashore in northern Florida early Monday. Most came from scattered power outages caused by falling tree limbs. He says two homes had trees fall on them.

Beryl was forecast to weaken as it hovered near the Georgia-Florida line.

Venus Williams, a seven-time Grand Slam champion, recovered from a slow start to beat 19-year-old Paula Ormaechea of Argentina 4-6, 6-1, 6-3. It was her first match at a major tournament since revealing she had been diagnosed with an autoimmune disease.

The 31-year-old Williams, a former top-ranked player who is now No. 53, is 12-4 this season. She pulled out of the U.S. Open last August before her second-round match, saying she had Sjogren's syndrome, a condition that can cause fatigue and joint pain. She returned to the tour in March.

Early in the day, Sam Stosur and Svetlana Kuznetsova were first up on the main two courts, and both won in straight sets. Juan Carlos Ferrero and Juan Martin del Potro soon followed on the same courts, and with similar results. And 2008 French Open champion Ana Ivanovic then made it 5 for 5.

"It's a bit of an early start, but always nice to get through it now," said Stosur, the U.S. Open champion who beat Elena Baltacha of Britain 6-4, 6-0. "You have the whole day and whatever else to recover and, yeah, enjoy."

Roddick, the 2003 U.S. Open champion, lost to 88th-ranked Nicolas Mahut 6-3, 6-3, 4-6, 6-2, exiting in the opening round of a Grand Slam tournament for the first time since 2007. The 26th-seeded Roddick is 7-10 this season, 0-4 on clay.

"I move just horrendously out here. My first step is just so bad on this stuff," Roddick said. "I feel like I'm always shuffling or hopping or not stopping or something. So my footwork on this stuff now is just really bad."

None of the top three men played on Day 1. Top-ranked Novak Djokovic and Roger Federer will be on court Monday, while Rafael Nadal is slated to begin his attempt for a record-breaking seventh French Open title on Tuesday.

The ninth-seeded Del Potro made his way into the second round despite some problems with his left knee, beating Albert Montanes 6-2, 6-7 (5), 6-2, 6-1.

The 2009 U.S. Open champion played with tape on his knee early in the match. Del Potro then added a wrap after a massage from a trainer following the second set.

"It's a problem when you can't find your balance like you're used to, but I'll use these few days of rest to get better," Del Potro said. "If I go on the court, it's because I feel good. I want to continue playing."

Del Potro reached the semifinals at Roland Garros in 2009, but lost to eventual champion Federer in five sets. A few months later, the Argentine defeated Federer in the U.S. Open final.

Ferrero, the 2003 French Open champion, beat Jonathan Dasnieres de Veigy of France 6-1, 6-4, 6-3. The 32-year-old Spaniard is one of 37 men in this year's draw that is 30 or older, an Open era record for Grand Slam tournaments.

"I saw myself in the mirror, and when I walk on the court I don't think about whether I'm younger or older. The only thing I try to do is play well," Ferrero said. "And I'm at Roland Garros, and the idea is to play well today."

Jo-Wilfried Tsonga, the highest-seeded player in action on Sunday at No. 5, also advanced. The Frenchman defeated Andrey Kuznetsov of Russia 1-6, 6-3, 6-2, 6-4.

Fabio Fognini of Italy was the first man to reach the second round Sunday, beating Adrian Mannarino of France 6-0, 7-5, 6-1. No. 21 Marin Cilic of Croatia was next, defeating Daniel Munoz-De la Nava of Spain 6-4, 6-4, 7-5.

Kuznetsova won the French Open title in 2009 and the U.S. Open in 2004 but is seeded No. 26 this year. Against Mirjana Lucic of Croatia, the Russian faced little trouble despite being broken twice in the second set. She eventually won 6-1, 6-3.

"I love this tournament. Even before I won I always enjoyed coming here," Kuznetsova said. "It's (a) special atmosphere here."

Ivanovic beat Lara Arruabarrena-Vecino of Spain 6-1, 6-1. The 13th-seeded Serb won her only major title at Roland Garros in 2008, but then lost in the fourth round a year later. She fell in the second round in 2010 and then lost in the first round last year.

No. 10 Angelique Kerber of Germany and No. 20 Lucie Safarova of the Czech Republic also advanced to the second round, along with Americans Melanie Oudin and Irina Falconi.

The French Open is the only Grand Slam tournament that starts on a Sunday. The other three all start on Mondays.

"I don't think it's too big a deal now that it's more of a proper schedule," Stosur said. "I think the first year there was only a handful of matches, and, yeah, if you were on the schedule then, it really didn't feel like the tournament started. The Paris-based International Energy Agency said Thursday that carbon emissions from fossil fuels reached a record high of 31.6 gigatons in 2011, a 3.2 percent increase from the year before.

Despite improving on its energy efficiency, China accounted for the biggest contribution to the global increase, with emissions growing by 720 million tons, or 9.3 percent, the IEA said.

U.S. emissions fell by 1.7 percent, "primarily due to ongoing switching from coal to natural gas in power generation and an exceptionally mild winter," the agency said, while Japan's emissions rose 2.4 percent as it increased the use of fossil fuels in the wake of the Fukushima nuclear disaster.

The IEA data also showed that India moved ahead of Russia to become the fourth largest CO2 emitter, behind China, the U.S. and the EU.

Since their launch in the early 1990s, the?U.N. talks have had little success reducing emissions of the heat-trapping gases that a large majority of?climate?scientists say are warming the Earth, with potentially devastating consequences for poor countries ill-prepared to deal rising sea levels, floods, droughts and other effects of a changing?climate.
