It took Marco Rubio only a few days to return to the spotlight on another controversial issue.

State scraps air-pollution contract with Jacksonville after audit finds city double-billed costs

Florida?s environmental agency has ended an arrangement that paid Jacksonville to enforce federal air-pollution rules on its behalf after an audit that concluded the city overbilled the state about $77,000. The Department of Environmental Protection?s district office in Jacksonville took back enforcement last week, but could return that to the city if it?s clear the problems won?t be repeated, a state air-quality administrator said Monday.
